JOB TITLE:SHELTER MANAGER
Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has operated in Tanzania since October 2015 as part of the Burundian refugee response. The attempted coup in May of 2015 and the subsequent unrest has, as of May 2016, displaced 140,000 Burundians to Tanzania, with a potential of another 100,000 people to come across the border by end of this year. In line with the regional response plan to the Burundian refugee crisis, DRC Tanzania implements projects within shelter, community services, community based protection, camp management, and livelihood sectors.
Job Profile
Under the supervision of the Head of Office, the Shelter Manager will be responsible for all DRC shelter activities in Nduta and Mtendeli Refugee Camps. This includes design and implementation of permanent buildings and transitional mud-brick family shelters.
Key Responsibilities
Responsible for planning, implementing, following-up and supervising of DRC shelter activities and staffs in Nduta and Ntendeli Refugee Camps in coordination with all relevant stakeholders
Support UNHCR in the development of transitional shelter standards and programming for the camps, and all strategies / SOP linked to shelter working group
Ensure timely and effective compliance with shelter standards and shelter plans;
Ensure that adequate staffing is in place for the shelter activities, and to the extent possible build local shelter capacity;
Monitor financial commitments and expenditures against shelter budget lines;
Ensure that the organisations' financial, logistics, security and human resources policies and procedures are fully adhered to and implemented in relation to all shelter activities;
Develop a work plan for shelter activities and ensure progress and quality in line with applicable international standards and agreements. Shelter activities will include, but not be limited to:
Leading the focus groups discussion to terminate the shelter needs for PSN;
Supporting the development of a transitional mud-brick family shelter strategy;
Preparing terrain, demarcating plots for transitional shelters; Constructing transitional mud-brick family shelter.
Designing and constructing all permanent buildings as requested;
Involve community in all stages of shelter activities, from planning to implementation and evaluation;
Supervise casual workers and refugees in building their own shelters and ensuring that deliveries take place according to the quantity and quality agreed;
Ensure that all documentation related to shelter activities for works and labourers engaged is completed in a timely manner.
Reporting:
Report regularly on shelter activities to the Emergency Team Leader for donor reporting.
Qualifications:
Advanced university degree in architecture, engineering, construction or related field or the equivalent practical experience;
Minimum 5 years of professional experience in programming and designing of emergency and transitional shelters;
Minimum 10 years of professional work experience in managing shelter programs, including at least 5 years at the international level;
Experience with implementation of large-scale shelter programs in post conflict regions;
Minimum 3 years of humanitarian work in deep field locations;
Excellent analytical and communication skills;
Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
Proven ability to work and live in very basic living conditions in deep field locations;
Ability to work under pressure, with minimal supervision, and in a culturally diverse team;
Experience in direct implementation including preparing design presentations, BoQs and technical drawings for emergency and transitional shelters.
Conditions
Availability: Immediately.
Duty station: Kibondo, Kigoma State. Non Family Duty Station
Contract: Six months with a possibility of extension, subject to funding and performance.
